South Pacific Biodiversity Conservation Programme : Terminal Evaluation

The overall conclusion from the terminal evaluation is that the Programme did not achieve these objectives, largely because of flaws in direction and implementation. In a literal sense it can be said that a number of activities were completed with some measure of sucess.
