This paper was prepared by the Forum Secretariat to draw out the themes and broad conclusions arising from four case studies on the social impact of economic reform. These case studies, prepared by consultants for the Forum Secretariat, cover the Marshall Islands, Cook Islands, Samoa and Papua New Guinea, are attached as appendicws. The paper also provides policy conclusions focusing on the mechanisms that could be utilised to better take account of social impacts when designing and implementing economic reform programs.
